Liquor in Clarksville: Council votes to remove limit of 2 stores per year, keeps cap at 27: After months of deliberation, the City Council has approved an ordinance that would leave the maximum number of liquor stores allowed within city limits at 27, while removing the restriction of adding only two stores every two years. 20 years later, School Board reviews whether it gave away too much authority: For 20 years, the School Board has stood alone in Tennessee – and in a minority nationwide – in using a board model that delegates much of its authority to the director.
