Lincoln Homes rebuilding plans show modern housing, central green space

CLARSKVILLE, TN (CLARKSVILLE NOW) – Residents got their best look yet at the proposed rebuilding of Lincoln Homes during a recent public meeting.

Clarksville Housing Authority hosted the residential meeting July 11 at Burt Elementary School, where residents were shown preliminary renderings of the development, as well as some of the designs of the units being placed on the property.

The project is expected to have an open layout with greenspace in the middle, according to the proposal. Plans show that all units will face toward the middle of the property. Head developer Andre Broomsfield notes that this is for all residents to have eyes on the shared space – where many of their kids will be playing – improving safety and creating a better sense of community.

Units are expected to have updated appliances and floor designs, as well as in-house washer and dryer hookups. Along with the green space, there have been talks about having a community center for Lincoln Homes.

A member of the development team who spoke at the meeting said they have applied for a 9% tax credit, and he feels hopeful it will be awarded. However, if the tax credit falls through, other avenues of funding are available.

The plan to rebuild Lincoln Homes has been discussed for the past couple of years. The initiative is being made possible through the Rental Assistance Demonstration (RAD) program, which is a federal housing initiative that allows public housing to be converted into a Section 8 platform. The units will remain permanently affordable to low-income households, with residents paying no more than 30% of their adjusted income in rent.

Interim Housing Authority Director Dawn Sanders-Garrett said, “We are in the development stage … during this stage we formulate concepts about what it could look like, and then we reach out and work with our partners.

“It’s going to take many resources to make this happen, but this is a great day in the life of the Housing Authority,” she said.
